can we take input tax credit from unregistered person or dealers in 3B?

No, you can availed ITC only if the person is registered with GST and only if the ITC is eligible.

As per Section 32 of CGST Act , the person who is not registered cannot collect tax. so URD cannot charge & collect tax . so question of ITC does not arise
If you purchase fron URD, you have to pay GST on RCM basis and take RCM as ITC...

Section 9(4) RCM on inward supply from URD is applicable ONLY on Promotor/developer.

Thus if you are Developer then need to do rcm on inward supply from URD(refer notification 7/2019 ct rate)

If blocked our bank by GST department
