Issue with new RC

hello everyone,
I have applied for new gst registration . It's a rented premises. I have submitted rental agreement along with electricity bill. In electricity bill owner name matched accurately. but SCN raised as to provide property tax receipt. But i dont have either property tax receipt or municipal tax receipt and the building is recently constructed one, so still they didn't paid any municipal tax. Any other way to clear query and make it approve??
please help me .
