Is Registration Mandatory

One of my client working in RTO department as an agent and providing services to the customers, he pays online fees to Govt from his current account and the transaction crossed ober 20lakhs limit also. now he is mandatory to register under gst himself..?
Plz explain in detail.

Is   that  agent  provide  Taxable  service ?.  

Yes it is eligible for take the Gst registration. Every person who carrying the business and turnover more then 20 lakhs for services and 40 lakhs for goods in the financial year.
Here turnover means what his profit only or his whole transactions will amount to ₹20 lakhs.
As he is an agent for RTO we should consider his commission income only for 20lacs limit. Not the entire receipts.
