I am a registered business men, purchase goods from registered person, but Gstin no. of recipient is not there on invoice.
can I take itc or it is mandatory of GSTIN NO. on invoice to get itc.

Yes it ia mandatory as per invoice rule.
Itc is depend upon the fact whether the supplier uploaded your invoice details in B2B IB FORM gstr-1 with all the details including gstin or not.
Your ITC IS DEPEND UPON YOUR SUPPLIERS COMPLIANCE.

You insist the supplier to incorporate your GSTIN , or at least let the supplier to incorporate your GSTIN while uploading GSTR 1
