Since the debtor's GST registration is cancelled, you cannot treat them as a registered entity. You should issue an invoice as a supply to an Unregistered Person (URP) and ensure that no GST is charged on that transaction, as the recipient no longer has a valid GSTIN to receive tax invoices or claim ITC.
