If i have gst.no. But turnover in below 20 lakh. Then it is mandatory to charge gst on bill

Once you are regd in GST...you are a registered person and all provisions of gst will apply to u..

Dear Vinay,

You might be apply for GST under composition scheme. If your normal turnover doesn't exeed 75 Lakh per annum.  you may go for amendmend also.
