Interesting query in gst

I have an interesting query for all GST Professionals here. I am also confused. Please reply to below query.

An individual is doing some labour work on contract basis at Manufacturer's place of business. He is having turnover above 20 lacs, now he wants to get registered but he has no place of business as he is doing work at manufacturer premises. So how he will get registration.
