Yes you are eligible.
but some of them said iam not eligible for composition scheme?
It is clearly mentioned in the act/rules that if a dealer is opting for composition scheme is restricted to make interstate supply. But there is no such restriction on purchase.
Also at the time of opting for composition scheme, your stock must not have centrally purchased material.But after opting you can purchase from other states.
