Input credit will be allowed in late filing of vat return

It is always allowable as credit as long as invoice is available with u for claiming the credit. It will not debar u from getting credit even in case of late filing of return.

ya it is allowed till the original invoice is with the buyer

If you have the original Purchase invoice then you can claim the Input even though you are filed the return in delay.
