We have cars in our company name and using for moving managers or persons to one factory to another location of organizations, Can we avail ITC on expenses of repair maintainence on such cars & Vehicles or it is also covered under sec 17(5).

There is no restriction on ITC on GST paid for repairs and expenses. The restriction is on capital goods being purchase of car which is covered under 17(5).

we claim refund for Unutilized ITC because we have only zero rated supply, so we file refund for ITC but dept rejected our refund for above-mentioned expenses.

This is being clarify in New Amendment Act , Dt. 29/8/2018 , No ITC on
services of general insurance, servicing, repair and maintenance in so
far as they relate to motor vehicles

But till 29/8/18 , can we claim ITC on repair , insurance etc of vehicle ?
No..... you cannot , thats what the council has clarified that the any expenses in regard/Relate to vehicle ITC is not admissible.
