The Industrial Entrepreneur Memorandum (IEM) Part B is a mandatory filing required after an industrial unit has commenced commercial production. This process must be completed online through the National Single Window System (NSWS) portal.

Filing Process

  1. Log in: Access the NSWS portal using your credentials.

  2. Select IEM: Navigate to the IEM section. You will need the acknowledgment number from your previously filed IEM Part A.

  3. Initiate Part B: Select the option to file "Part-B" for your specific Part-A application.

  4. Enter Details: Provide the actual operational details of your unit, including:

    • The actual date of commencement of commercial production.

    • Actual investment made (in land, building, and machinery).

    • Actual employment generated.

    • Actual production capacity and output.

  5. Submit: Complete the declaration and submit the form. The system will then generate an electronic acknowledgment.

Required Information & Documents

You should have the following details and documents ready:

  • IEM Part A Acknowledgment Number and date.

  • Proof of Production: First commercial invoice or bill, electricity bill, etc.

  • Investment Proof: Data on actual investment, often supported by a Chartered Accountant’s certificate.

  • Employment Records: Information on direct/indirect employment generated.

  • Statutory Approvals: Copies of licenses (e.g., factory license, pollution control consent, GST registration).

  • Digital Signature: A valid Digital Signature Certificate (DSC) of the authorized signatory is required for submission.

Key Points to Remember

  • Paperless System: All applications are now processed digitally via the NSWS portal; physical applications are no longer accepted.

  • No Fee: While Part A involves a fee, there is no fee for filing IEM Part B.

  • Compliance: Filing Part B is essential for full regulatory compliance and is often a prerequisite for claiming government incentives, subsidies, or schemes.
