Is it necessary to obtain IEC for export or it is sufficient only with GSTIN. What are the other permissions and registrations to be taken for a dealer who is going to export within next 6 months?

IEC is required for the exports. other permissions etc depend on the specifics of what you are exporting.
IEC IS COMPULSORY FOR THE EXPORTS. OTHER DOCUMENTS AND PERMISSIONS DEPENDS ON THE COMMODITY YOU ARE EXPORTING.
