Is it compulsory to fill HSN Code wise outward supply details in GSTR-1 in case of all assessees, as registered persons having turnover below 1.5 Crs need not mention the HSN Code on invoices? If they need to mention in GSTR, then upto how much digits?

As per online GSTR-1, either HSN Code or Descripttion is required.

It's not required as per turn over limit. So, You can't show the details in HSN summary if your turn over is less than 20lakhs...
