According to Section 10(13A), an assessee can claim House Rent Allowance as exemption only of following conditions are fulfilled :

a.) The assessse has actually incurred rent expense on accomoidation occupied by him.

b.) The assessee is not the owner of the accomodation occupied.

So in your case you are not a tenant as  one house is owned & other let out .
