An individual franchisee(buyer) going to start playschool in Hariyana.To set up the centre he needs to buy educational resource materials like, educational toys,bags,furniture,uniforms etc from his Franchisor(seller) in West Bengal.
However the Franchisor(seller) yet to get vat registration in West Bengal.
So can any one guide me, how the said individual(buyer) will obtain way bill/road permit from Haryana? In that case Proforma Invoice will be sufficient to apply for the road permit?
