Quick Summary
1.At first you must purchased goods from a GST registered dealer, who displayed the GSTIN in front of his shop. You must demand Tax Invoice for the goods purchased.
Wanna confirm is it applicable or not ? May he charge or not it would shopkeepers look out? Incase of some services like schooling or seminars would gst be applicable or not how can we confirm?

You need to check for Notification for the GST rate Applicable & need refer the section 7 of CGST Act , whether it's fall under the Defination of Supply or Not.
