If you have a copy of your letter then take that to the institute and tell them your problem they should issue you a new letter.

Sir, unfortunately I don't have a copy of the letter.

You can ask your chartered if he has a copy with him. Else you can visit the institute will all the details.

You must be aware that when the Institute issues the letter it always send it to our principle as well, in your case you can go and ask your principle for the same and if you dont want to do this for any reason then according to me you should go to ICAI and talk to them they might give you a proper solution for this....

By all means,  The regional council will surely help u , ask ur principal for the phone  number of the regional council member and seek his help, surely he/she wil ne able to help u , the institute will surely help u, u need not worry, all the best
