regular dealer sold goods to composite dealer whether it will be shown under b2b or b2cs in gstr1

In B2B.....
since composite dealer can not claimed ITC why we should not show in b2cs
Bcoz.,
He is a Registered Dealer.
In case the material will be returned from the dealer as Debit Note then he ll be show the details in his GSTR 4 under Debit Note Head. Also he ll show the Purchase details from Registered regular Dealers details....
