Yes, it is mandatory as of now.
There has been no notification for its exemption and hence you will have to file GST-4 for FY 19-20.
As of now last date to file GST-4 is 31st August, 2020 for FY 19-20.
You can wait till last week of August, in case there is any further extention / exemption.
The Last date for filing GSTR 4 fo FY is 31/08/2020.
