GST Registration particulars

Are digitally signed documents allowed to be submitted while registering (not using eMudhra, but other Digital Signatures such as docusign) instead of physically signed ones? Person giving NOC is not resident in the country. 

Also, LUT is only for SEZ cases right, not required for normal freelance software exports?
