I am manufacturer of wires and cables and taken new registration in GST and also applied for other registration like factory licence of pollution which will take some time.
so I required to file GST return or not till competition of all registrations

You already took GST registration, so u can file return an u can avail itc from that day from when u became liable from registration.
Yes you need to file GST return .
but I have not started business yet because of application for factory licence is in process
need to file Nil Return , else late fee attracts
