Transporter is not liable for paying GST. But my question is whether transporter can claim refund of input tax paid on Tyre purchase, battery or even on truck purchase?
For which supply are you asking ? are you talking for transportation of goods by road or transportation of passenger by road ?
as both have different provisions in GST act

RCM is applicable for GTA only not for all transport
As per my knowledge, he has to register first, then only he can claim refund, else this will be his cost
GTA means Goods Transport Agency, who provide lorry receipts is taxable under RCM, other transport by road are not taxable
