gst on delivery charges
A registered person raise a delivery charges bill to another registered person. but charges no Gst. is it right....

No. It is incorrect. GST to be levied on delivery charges also.
Upto extent he is correct , if he has given you a bill for delivery charges its exempted under Noti.12/2017 CT (r) ,
But as his core business is not of transporting of goods , so he must charge GST on delivery challan
