What would be the GSR on commercial rent?

For commercial rent you will be charged at the rate of 18% in the gst regime.
what if the aggregate turnover of the service provider (owner of premises) is less than Rs. 20 lacs??
In such case i guess that reverse charge liability will be generated on the recipient.. Correct me if i am wrong.
