GST ON BROKERAGE PAID

If we pay brokrage to a party for his services rendered and who is registered in GST as regular dealer or composite dealer should we ask an invoice from them and should they charge GST on the services rendered
What happens if we pay brokerage to unregistered person, is their any liability to RCM in case of unregistered dealer
