the purpose of cess you are talking about is completely different than GST. GST's main purpose is to generate revenue for the state whereas that cess is for the use of workmen's welfare. It is not double taxation but there is a little cascading effect of that as the cess paid becones the cost of your production. Similarly there are property tax, stamp duty, import duty on which there is also a cascading effect
