please tell me that which time a seller is responsible for pay Tax? after supply goods or after receiving payment of sales?

as of he dispatch a goods liable to generate invoice and make payment of gst

receipt of amount after sales is immeterial. once sales occurred and raised invoice GST liability happen to a registered person

After supply of goods its necessary to generate invoice. And after generating invoice one is liable to pay Gst

Refer SECTION 12 : Time of Supply of GOODS.
Refer SECTION 13 : Time of Supply of SERVICES.

In case the Registered Person is dealing in Goods, then while dispatching/delivery/making the goods available to the recipient, you have to issue Invoice and collect GST accordingly and pay it to the Government.

do we can see our input on GST portal, and verify which seller has deposited our tax to govt.

Yes you can view the same on our GSTR-2A.
