no can sale within state only . you can only purchase out of state but cant sale of your state
Since you have Gst No. and you are not registered as composition dealer you can make sale out of your state as well .

what about a dealer whose doesnot have gstn no.
can he purchase outside state his turnover is less than 20 l
yes the registration is for supply, no restrictions on interstate purchases. you can purchase from other states without GST registration.
