As per my understanding one of your friend Didnt filed GSTR 1 for the month of July and your query is whether he can file and there will be any problem

As GSTR 1 due date 20th of October which is already expired now you cannot file GSTR 1
You can file GSTR 1 once GSTR 2 Filing due date is completed i.e. 30th of November
So you can file GSTR 1 from Dec 1
