You can register your company like anyother company which will own your online portal and it's bisuness. A company can own multiple websites and online businesses. From the very website providing this forum to Google do the same. Google Inc. owns many online portals / businesses like 'Google', 'youtube' and so on...

If your question was about resistering the website itself; then it's really different. You need to get your website domain from domain registrars (who are not Govt. agnecies and there are hundreds of such registrars providing this service at very economic price) and then get the website built.

Lastly, you need not to form a company to own a internet / online business. You can do it as an individaul as well.
