if we charge freight to our coutomer. then we will menion freight in invoice and gst 28% will cgarge on item +freight. i am correct?

it is a composite supply and the rate applicable is depend upon the principle supply on whole amount of bill.

please read section 2(30) where definition is given what is composite supply
