Can anybody inform me the validity of Form 16 , used for Uttaranchal Despaches!

It is used to declare purchase or bringing of goods into the state of Uttaranchal from
outside it. one copy of It should be surrendered by the transporter at the entry checkpost
It is issued by the buying dealer.Without this declaration penalty will be levied at the
checkposts......MJK
