Export of services free of income tax

hi friends,

one of my friend is giving some ONLINE consultancy to Foreign citizens thru Internet. He is receiving money thru PAYPAL, but when he is transferring money to his account in India, he is receiving short money after deductions of few taxes. 

Does any body have any idea whether he can receive full money without any deductions ? he is IT professional....and giving some consultancy thru Internet .
