We have appointed Indian labour contractor to carry out work in foreign country. The contractor will send his labour to do the work in foreign country. How is tax application in gst

Export of service is zero rated in GST (No GST ) , you can export service either paying IGST & then refund or LUT ( Letter of Undertaking ).
Indian contractors will charge for labour. He will also charge gst?
