We are a Private Ltd company and having an export and Import Code as well. We are providing Management Services in India and outside India.
So my question is that Can we issue an export invoice of INR 4 lacs without having a GST number?

Export Invoice can be raised without having a GST Number

You can if your aggregate annual turnover is less than 20 lakhs
In term of Section 22 of CGST Act , the threshold limit to registered as Supplier of services is 20 lac p.a . , So if your turnover is well below the threshold limit you can issue export invoice without charging GST.
