Yes he can sign .
any of icai member can sign . it doesnt matter he is in practise or not

need more replies as there is still confusion. few of them have said that it has to be a practising CA.
No confusion - Any ICAI Member can sign the application - no need to do the practice.
Since I am getting the signature from my friends in Dubai (CA - not in practice).
