In case e-way bill generation facility of X is blocked, can he still receive goods from his supplier (by supplier generating e-way bill for transporting goods to him)

If GSTIN / e-way portal cancelled/blicjed then no one can prepare e-way bill for the Taxpayer who is cancelled / blocked u serious GST / E-way portal.
