Esi, pf and attendance

Friends,

My father is a partner in a firm(textile industry). Am having some doubts regarding applicability of ESI, PF and maintenance of attendance registers.

1)In the firm only 14 persons are working for WEEKLY WAGES. The maximum of Wages drawn by each will be upto Rs.1500 per week.Does ESI and PF apply to our firm?

2)Is maintenance of attendance register is compulsory under any law for the above mentioned labours? If so, Kindly say me about the relevant law which ever is applicable regarding this doubt.
