No PF, if Basic & DA is more than 6500 for all 20 employees & NO ESIC if Gross is more than 15000 for all 20 employees.

If  more than 20 employees having less than  6500 basic & da them PF is applicable & for ESIC gross Salary limit is Rs. 15000.

                      Suppose in the above case if 5 employees are having wages below the limit (say 4500) whether PF/ESI applicable for all the employees?

Nope, to make it eligible theer should be atleast 20 such employees..
