All tax dues paid for the month of December on 22/01/2018 & offset the liability Ledger ,but couldn't file the GSTR3B,a message shown previous liability clear.No previous liability shown in any of the tab or ledger

CHECK THE NOVEMBER MONTH LAIBILITY @ YOUR GST PORTAL
Also Month of November has no outstanding liabilities shown in any of the tab or ledger
circle code for vat rigistration purpose at marol villege, andheri east, mumai, maharastra
IF THE STATUS OF THE GSTR 3B IS SUBMITTED BUT NOT FILED
SO PAY THE 100 AS LATE FEE THEN TRY TO FILE THE RETURN
AS THE LATE FEE FROM 22-01-2018 TO 23-01-2018 (FROM THE DATE OF SUBMISSION TO DATE OF FILE)
I paid ₹ 75+₹ 75 late fee Paid for CGST & SGST but I can not offset or file the return
