I am going to sell grocery online. I will stock grocery in my warehouse and deliver grocery when ordered online through my own website. Shall I be considered a ecommerce operator and mandatorily do gst registration even if my turnover remain below 40 lakh per annum?

In term of sec.24 of CGST Act amended vide the CGST Amendment Act ,2018, effective from 1/2/2019 Restricted compulsory Registration requirement to only those E-commerce operator who are , required to collect TCS, other small e-commerce who are not liable to collect TCS under sec.52, would be eligible to avail the threshold limit Exemption benefits.

Who need to collect TCS :.
As per Section 52(1), the e-commerce operator who allow other supplier to supply their goods through platform & consideration is collected by E-commerce .

Hence , if you are supplying goods by yourself not required to collect TCS & not required to take compulsory Registration.

And also NOT required to take Registration till your aggregate turnover not exceeds 40lac (Notification 10/2019 CT the threshold limit to supply goods is 40lac )
