As per sec 9(5) ECO is liable to pay gst on the supplies if you r an unregistered person. if you are a registered person you have to pay GST and Show it as supply in your GSTR-1, and at the same time ECO will collect TCS @ 1% and submit to the government which will be available in your cash ledger.(it is immaterial whether the recipient of your service is registered or unregistered person)
Report it in under table 7 (b2c) in GSTR 1
