i wanted to know how 31/10 is the due date for filing of FS with ROC

It's not 31st.... Due date is 30th of October
Refer Sec 137 of companies Act and yes it's 30th October
Date will be 29th oct if AGM is held on 30th sept.. 30 days from AGM
Whenever is your AGM taking place, add 30 days to it, and it becomes your due date for filing AOC 4.
Note :- Since AGM due date is 30-9-XX , in any case.. your last date has to be on 30-10-XX for filing AOC 4
(Unless you have applied for AGM Extension)

For the AGM held on 30th September, the due date for AOC-4 filing will be 29th October. Penalty of INR 100 is levied for each day of delay.
