Can Employer provide deduction u/s 80DDB to the employee while computing his salary TDS, If employee submit the copy of form 10-I to the employer.

Dear Ravi,
There is little bit confusion on this thing.
Circular : No. 9/2008, dated 29-9-2008. - Applicable for FY 2008-09, provides that Employer can provide deduction u/s 80DDB,
However the new circular 1/2010. dated 11-01-2010 - Applicable for FY 2009-2010, donot provide for this thing that employer can provide deduction u/s 80DDB,
