Mediacal exp. are allowed or not if payment made in cash above Rs. 20000/- againast one bill and liab le to deduct TDS on counsultacy

It will disallowed. Better to issue cheque or DD. Yes your are liable to deduct tds on consultancy charges u/s 194J.
