Debt recovery from liquadated company

We ( Rajasthan's Supplier ) have supplied material to U.P State Cement Corporation ( A U.P.Govt.Enterprises)in 1997 . But the corporation has not paid money to us after so many reminders.The court of Rajasthan passed decree in our favour in 2002. We came to know that The corporation has gone in liquadition in 2007. they published advertisement in paper to claim lodge for creditors, but we have not read the paper because the paper was not circulated in our area . so we could not claim our amount.Is it possible to recover money from the corporation or U.P. State Government

Yes, you will fall in category of unsecured creditors and in due process you will be paid amount if any remaining for your categor. You must present your plea to concerned liquidator. Because if you have supplied the material and they have not paid any amount then your name must be in their books as Creditor.
