Can a purchaser issue credit note or debit note to his supplier?

In GST at present Supplier can only be issued Credit Note /Debit note for specific reasons mentioned in Section 34 of the CGST act 2017 and not for all cases .

Purchaser can give Debit note against his Purchase and will account the same in his books of accounts.
but, Supplier only can file the debit note as Credit note in his GSTR-1 return.
