When and under what circumstances the Constitutional Bench of the Honorable Supreme Court takes up matters of public importance?

It depends on various factors,we can not hv a straight jacket formula.even while hearing a case the Hon'ble judges can transfer the matter of important issues or involving question of law to constitution bench.
