There is no chance of submitting electricity/phone bill in the name of my father? The other option you stated seems a bit cumbersome... but I guess if no other option is there, it must be done.

at the age of 23, you must have to have, ration card / voter card , even a savings account pass book with your address but in your name will suffice, 

( you can open a bank account with form 60/61, without pan card for this purpose, introduced with father)

I do have a voter ID. I actually have 3.. yes... THREE voter IDs. Each time I sent it for correction, I got it back with different errors. My address is wrong in all three of them :/

One last question. If I get a 'bona-fide' from my college, with my address on it, signed and attested by the college authority, will that do?

your father's address proof is as good as yours, but the people at NSDL looks for address proof of PAN holder at 1st instance, in absence of yours , to reduce the rejection chance only its advised to submit address proof of self.

hello sir,i wish to apply for a pan card.i don't have any id proof..i am having my matriculation and b.tech certificate..i don't have anything to submit as address proof..can i use my father's electricity bill or ration card for the proof of address..pls reply soon

Since I had the same problem, I went and created a bank account at the place where my father has his account(thru introduction). You can submit ur dad's address proof there. Then you will receive ur passbook which will have ur name and address. Have it attested by a bank official and u can use that now.

i am 33 years old living with my family.....i dont have any income at present i want to apply for a pan card.....
as i have shifted in gurgaon six month back....i dont have any individual  document like identity proof and address proof by my name at present address as i had applied for....however i have only electricity bill and water bill by my father's name....how can i apply for a pan card in this situation?

identity proof does not need address confirmied, but photograph, u can use your examindation admit cards as ID proof, whe4re the photo was fixed. alongwith the telephone/electricity bills of father as address proof.

18 years for individuals 

minor's can have pan card , if they have independent income from their own skills, like stage shows, acting etc. 

Your 10th certificate and  ration card  of your father  having your name is enough, if ration card is not available make a rent receipt from your  father( purchase  a rent receipt book from stationey store and fill the required information and  affix Rs.1 reveune stamp on it and obtain the signature from your father) .
