Condonation of delay by CLB

Dear Sirs / Madam,

We have to obtain condonation of delay from CLB for not filing modification of charges in time.

We have to file the same with the  Western Regional Bench.

Kindly let me know:

1) whether professionals like Advocates, Practising C.S etc. are only allowed to file such applications before CLB?

2). If others are allowed, whether they can appear for hearing  ?

3) I have a format of the application. What all the other formalities to be complied with?
